Establishes a voluntary "Northwest Regional Partnership" composed of Lakes Country Service Cooperative, Northwest Service Cooperative, and Minnesota State University-Moorhead to provide continuing education opportunities for teachers.

Authorizes Lakes Country Service Cooperative to develop a continuing education program allowing eligible secondary school teachers to earn graduate credits needed to teach postsecondary courses, with Minnesota State University-Moorhead developing an online curriculum at reduced credit rates.

Requires the partnership to provide funding for up to 18 credits of course development, scholarships for eligible teachers, and per-credit educator stipends to incentivize participation.

Prioritizes participation for teachers employed by member school districts of Lakes Country Service Cooperative or Northwest Service Cooperative, with non-member district teachers eligible as space allows.

Appropriates $3,000,000 in fiscal year 2017 for the program, available until June 30, 2021, with annual reporting required by January 15 starting in 2018.
