Appropriates $2,000,000 in fiscal year 2017 from the general fund to the commissioner of public safety for grants to organizations like Youthprise supporting positive youth development, community engagement, legal services, and capacity building for Somali youth.

Requires that funded projects provide culturally and linguistically relevant services with a portion of funding distributed in greater Minnesota to address challenges facing Somali youth.

Appropriates additional unspecified funding for grants to local units of government to build relationships with the Somali community through community liaison officers or innovative community policing initiatives.

Requires grant recipients to report annually by July 31 to the commissioner of public safety on services provided, expenditures, and program success in building community resiliency.

Directs the commissioner to compile recipient reports and submit recommendations to legislative committees by November 1 each year, including proposals for additional funding, prevention strategies, or intervention models.
