Appropriates $10,400,000 from bond proceeds fund to the Board of Water and Soil Resources for acquiring land or permanent easements and restoring, creating, enhancing, and preserving wetlands displaced by local government road projects.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $10,400,000 to fund the appropriation.

Allows the Board of Water and Soil Resources to vary priority order to implement in-lieu fee agreements approved by the United States Army Corps of Engineers under Section 404 of the Clean Water Act.

Permits the board to enter into agreements with federal government, state agencies, political subdivisions, nonprofit organizations, and private entities to acquire wetland replacement credits in accordance with Minnesota Rules, chapter 8420.

Becomes effective the day following final enactment.
