Appropriates $925,000 to Special School District No. 1, Minneapolis for fiscal years 2016 and 2017 for general education development fast track and adult diploma programs, with the fiscal year 2018 base set to zero.

Requires funds be spent in collaboration with the Unity Opportunity Collaborative and other community partners on outreach, instruction, digital literacy training, contextualized adult literacy and career readiness training, testing fees, and incentive stipends to program participants.

Mandates Special School District No. 1, Minneapolis submit a report to the Commissioner of Education and relevant legislative committee chairs by February 15, 2018 detailing program activities, expenditures, and outcomes.

Report must include general education development and adult diploma enrollment, attainment, and completion rates disaggregated by race.
