Increases Hibbing's Public Utility Commission from three members to five members appointed by the city council.

Three existing commission members continue in office until their terms expire; city council appoints two additional members, one serving two years and one serving three years.

All subsequent members serve three-year terms; members take an oath to faithfully and impartially perform their duties.

Commission chair is elected annually at the first April meeting each year, with a restriction that no member may serve as chair for two consecutive years.

Quorum requirement increases from two members to three members; meeting frequency remains at least twice monthly, and special meetings may be called by the chair or majority of members with two days' written notice.
