Creates the Diversity and Inclusion Council composed of one governor-appointed member (who serves as chair), one member appointed by the chancellor of the Minnesota State Colleges and Universities, seven state commissioners, and the chair of the Metropolitan Council.

Requires the council to recommend best practices in diversity and inclusion for recruiting, retaining, and promoting employees; contracting; and civic engagement across state agencies, colleges/universities, and the Metropolitan Council.

Directs the council to develop and monitor a long-range plan identifying barriers to success, progress metrics, and recommendations for achieving diversity and inclusion goals in employment, contracting, and civic engagement.

Mandates the council to submit annual reports to the governor and legislature by January 15 with specific recommendations on issues within its jurisdiction, including recommended changes to laws, administrative rules, and policies.

Requires the council to consult with state affirmative action officers, various cultural and disability councils, the Office of the Economic Status of Women, and seek advice from private businesses and nonprofits on diversity and inclusion best practices.
