Mandates that firms serving alcohol obtain a license from the Department of Public Safety, which may charge a fee to cover administrative costs.

Requires sensory testing firms to comply with section 340A.409 and all other state laws that do not conflict with this provision.

Obligates firms to retain records of testing protocols for at least one year.
