• Commissioner of health must apply for and distribute federal Title X funds for family planning services beginning with the 2018 application deadline.

• Family planning grant funds must be distributed first to public entities (community health boards and public health clinics) that apply; remaining funds may go to hospitals, federally qualified health centers, or rural health clinics that provide comprehensive primary and preventive health care.

• Public entities receiving grants may distribute subgrants to other public or private entities, except those providing abortion services unless the abortion is directly and medically necessary to save the woman's life with physician certification.

• Commissioner must publish on the department website at least once per grant cycle a list of all grant and subgrant recipients and the amounts they received.

• Repeals prior prohibitions on grants to nonprofit corporations performing abortions and removes restrictions on grant fund allocation amounts.
