Establishes minimum fine of at least $750 for a second conviction under section 171.24 (driving without valid license), except for gross misdemeanor violations under subdivision 5, paragraph (c)

Establishes minimum fine of at least $1,500 for a third or subsequent conviction under section 171.24

Allows courts to order community work service in lieu of all or part of the minimum fine if the court finds the convicted person is indigent or payment would create undue hardship

Designates driving without a valid license within ten years of two prior convictions as a gross misdemeanor subject to minimum penalties under subdivision 5a, paragraph (b)

Effective August 1, 2016, and applies to offenses committed on or after that date
