Establishes up to four college readiness academies through ABE program providers in partnership with Minnesota State Colleges and Universities, with one grant mandated for the International Institute of Minnesota; remaining grants based on program capacity, funding need, and geographic balance.

Creates four contextualized GED or adult diploma programs that connect instruction in state-identified demand sectors to career pathways, with one grant mandated for Summit Academy OIC and others awarded based on capacity, need, and geographic distribution.

Funds eight ABE navigating and advising support services programs to help students with career exploration, personalized learning, postsecondary planning, credential completion, and resolution of barriers including mental health, domestic abuse, and homelessness.

Requires all grant recipients to file annual progress reports by July 1 detailing services implemented, participants served, and outcomes achieved.

Appropriates $1,200,000 for college readiness academies, $1,200,000 for contextualized GED/diploma programs, and $800,000 for navigating and advising support services, all from the general fund for fiscal year 2017.
