Amends Minnesota Human Rights Act definition of "sex" to specify that a person's sex is either male or female as biologically defined.

Exempts employer restrooms, locker rooms, dressing rooms, and similar facilities from sexual orientation non-discrimination protections, requiring access based on biological sex.

Prohibits employers from permitting access to multi-occupancy restrooms, locker rooms, and dressing rooms on any basis other than biological sex, with exceptions for children under nine with opposite-sex guardians, persons with disabilities, emergency personnel, and custodial staff.

Applies the same access restrictions to public schools and universities for facilities used by minor students, with identical exceptions for young children, persons with disabilities, emergency access, and custodial staff.

Exempts nonpublic youth service organizations from sexual orientation non-discrimination requirements for employee and volunteer qualifications.
