HF3401 Summary

• Designates Saint Croix Boom Site Wayside in Washington County and Centennial State Forest across multiple townships, while deleting specific areas from Mille Lacs Kathio and Zippel Bay State Parks and adding lands to Bear Island, Cloquet Valley, Kabetogama, Sturgeon River, and Whiteface River State Forests.

• Allows purchasers of state land to pay recording fees and state deed tax; permits private sales of bond-financed property valued at $50,000 or less using alternative valuation methods; and modifies minimum bid requirements for surplus state land sales.

• Authorizes expedited land exchanges for school trust lands and university lands with flexibility in valuation methods and allows sales without requiring substantially equal value in certain circumstances, while extending reversionary interest provisions for 40 years.

• Releases the state's reversionary interest in land previously transferred to Anoka County and extends the sunset date for St. Louis County's tax-forfeited land sale program from five to seven years.

• Authorizes multiple counties (Beltrami, Carver, Cass, Chisago, Clearwater, Crow Wing, Grant, Itasca, Kandiyohi, Kittson, Lake, Lake of the Woods, Mille Lacs, Olmsted, Scott, and St. Louis) to conduct public or private sales and exchanges of tax-forfeited and surplus lands bordering public water, with many sales allowing below-appraised values and including conservation easement requirements.
