Creates a Health and Climate Resiliency Commission composed of chairs and ranking minority members from legislative committees with jurisdiction over agriculture finance, E-12 education finance, health and human services finance, environment and natural resource finance, commerce, and public safety.

Includes nonvoting members from state agencies (agriculture, education, health, natural resources, Pollution Control Agency, commerce, public safety), University of Minnesota departments (Soil Water and Climate; Applied Economics), and the state climatology office.

Requires the commission to develop a strategic plan by January 15, 2017, that includes measurable goals and benchmarks to prevent or mitigate climate change impacts on human health, and recommendations for new or modified policies and legislation addressing issues such as extreme weather, food security, vector-borne illness, air quality, water resources, energy, ecosystems, rural and urban communities, mental health, insurance, and public safety.

Authorizes the commission to hold public hearings, request information from governmental entities and institutions, and authorize studies and economic impact assessments.

Appropriates unspecified general fund money in fiscal year 2017 to the Legislative Coordinating Commission for staffing and operations; the commission expires January 30, 2017.
