• Commissioner of Health shall establish a grant program using federal funds to provide culturally competent screening and treatment for pre- and postpartum mood and anxiety disorders in pregnant women and those within 12 months postpartum, prioritizing expansion in primary care settings.

• Grant funds must be used to provide health care provider training and resources on screening, treatment, and follow-up support, and may fund psychiatric consultations, public awareness campaigns, startup costs for communication infrastructure, and community resource connections.

• Commissioner of Health shall apply for available federal Department of Health and Human Services grant funds for the mood and anxiety disorders program.

• Commissioner of Human Services shall establish pilot projects using federal funds to provide substance use disorder treatment and services to pregnant and postpartum women, including those with opioid use disorder, with emphasis on flexible funding, family-based treatment, identifying service gaps, and innovative service delivery models.

• Pilot projects must provide at least a portion of treatment services on an outpatient basis, and the Commissioner of Human Services shall apply for available federal Center for Substance Abuse Treatment grant funds.
