Amends Minnesota Statutes section 299C.65 to establish a Criminal and Juvenile Justice Information Advisory Group to replace the previous Policy Group structure.

Advisory Group consists of commissioners of corrections and public safety, state chief information officer, three judicial branch members appointed by chief justice, state court administrator, and representatives from sheriffs associations, police chiefs, county attorneys, public defenders, courts, corrections, probation officers, and legislative/executive branches.

Advisory Group serves as state advisory body on criminal justice information policy and funding issues, studying and recommending positions on data practices, privacy rights, race and ethnicity data, information-sharing, technology education, and impacts of proposed legislation on criminal justice systems.

Requires Advisory Group to file biennial reports by January 15 in odd-numbered years to governor, Supreme Court, and legislature with status of statewide criminal justice information systems, recommendations for legislative changes or appropriations, and summary of activities and funding requests.

Establishes grant review and funding process where Advisory Group reviews funding requests from state, county, and municipal agencies for compatibility with statewide standards, with matching fund requirements and reporting obligations for grant recipients.
