Commissioner of health shall develop and implement a pilot program to increase awareness and encourage early preventive dental intervention for infants and toddlers in five designated communities of color or recent immigrant communities, with at least two located in nonmetropolitan areas.

Commissioner shall distribute educational materials and information developed under Minnesota Statutes section 144.061 to expectant and new parents through health care providers, community clinics, WIC sites, and other relevant sites within the designated communities.

Commissioner shall work with designated communities to develop strategies and incentives to encourage early preventive dental intervention and care for infants and toddlers.

Commissioner shall establish measurable outcomes, baseline measurements, and evaluate performance within each designated community to measure whether the program increased numbers of infants and toddlers receiving early preventive dental intervention and care.

Commissioner shall submit a report to legislative health care committees by March 15, 2018, describing program details, designated communities, implemented strategies and incentives, outcome measures, and evaluation results for each community.

Unspecified amount appropriated from the general fund in fiscal year 2017 to the commissioner of health to implement the pilot program.
