Requires commissioner to conduct feasibility study on a single website for child care providers to access licensing guides, regulations, training requirements, grant information, and submit electronic applications, with report due by September 30, 2016.

Mandates county licensing staff provide written notification of violations to child care providers before leaving the facility, and requires at least 8 hours of training within two months of employment on state statutes, rules, and provider rights.

Creates a full-time child care provider liaison and advocate position in the Department of Human Services to assist providers with licensing, regulatory compliance, and dispute resolution.

Establishes a legislative task force with 4 House and 4 Senate members to review child care provider losses, affordability issues, training requirements, and correction order processes, with a report due by December 31, 2016.

Appropriates unspecified amounts for grants to local communities for child care business development in fiscal year 2017 and for production of a child care business start-up manual available until June 30, 2019.
