Commissioner must develop a mandatory training curriculum for all county agency family child care licensors covering 11 topics including licensing standards, health and safety requirements, investigations, and legislative changes.

County agency licensors must complete training curriculum clauses (1) through (9) before conducting licensing inspections or investigations and once every three years thereafter.

Licensors must complete six hours of annual training provided by the commissioner, with administrative training required annually and legislative updates completed when changes occur.

Commissioner shall review county agency compliance with family child care laws, rules, and licensor training requirements once every two years; counties failing certification face reduction of state administrative aids up to 20 percent.

County agencies must document and maintain training records for each licensor, with existing licensors having one year from training availability to complete the required curriculum.
