Appropriates $238,000 from the general fund in fiscal year 2017 to the commissioner of education for a grant to Hope Community, Inc.

Grant funds the Girls Empowerment Movement program designed to help at-risk African-American girls develop leadership skills.

Requires Hope Community, Inc. to submit a report to the legislature's K-12 education committees by January 15, 2019, documenting the program's effect on students' leadership abilities and opportunities.

Report must use aggregated student data disaggregated by income, age, migrant or foreign immigrant status, cultural group, primary language, English learner status, disability, and homelessness while protecting individual student privacy.

Appropriation remains available until spent and is effective for fiscal year 2017.
