Commissioner of Natural Resources shall exchange school trust land in Kittson County (South Half, Section 12, Township 161 North, Range 45 West) for land of substantially equal value owned by Two Rivers Watershed District, with Land Exchange Board approval.

Commissioner shall convey surplus state land in Kittson County to Two Rivers Watershed District at no cost (North Half of Section 13 and North Half of South Half of Section 13, Township 161 North, Range 45 West), with reversion to state if land ceases being used for public purposes.

Surplus land conveyance is intended to mitigate flood damage and achieve natural resource enhancement goals for the Red River of the North.

Commissioner of Natural Resources and Two Rivers Watershed District shall implement a cooperative rich fen management plan for long-term enhancement and protection of the rich fen as part of the project.

All requirements must be completed by December 31, 2017, or as provided in the Klondike preliminary project plan approved by Two Rivers Watershed District, whichever is later; effective the day following final enactment.
