Establishes legislative policy encouraging a workforce for construction work that is at least 20 percent female on state contracts.

Requires an affirmative action goal of at least 10 percent female participation in construction work for certificates of compliance issued on or after July 1, 2016, unless the commissioner determines the goal cannot be achieved.

Requires the Commissioner of Human Rights to report annually to the legislature by January 15 on whether the 20 percent female employment goal is feasible and what barriers exist to women's participation in construction work.

Applies to state contracts for goods and services exceeding $100,000 with businesses having more than 40 full-time employees that must submit approved affirmative action plans covering minority persons, women, and qualified disabled individuals.
