Requires owners or operators of athletic fields and playgrounds containing crumb rubber on municipally-owned or leased land to post a conspicuous sign with Minnesota Department of Health recommendations, including washing hands after use, turning clothes inside out, keeping beverages closed, and awareness of heat-related illness risks.

Establishes a moratorium on construction of athletic fields and playgrounds containing crumb rubber by municipalities or on municipally-owned or leased land until July 1, 2019.

Requires the Department of Health to submit a report to legislative committees by January 1, 2019 evaluating recent studies on health and environmental effects of crumb rubber fields and playgrounds, including chemicals released, exposure pathways (inhalation, ingestion, skin contact), and potential health risks.

Defines "crumb rubber" as rubber processed from waste tires into granules or larger pieces loosely combined to form a nonuniform surface.
