Amends Minnesota Statutes sections 221.091, 368.01, and 412.221 to establish uniform requirements for city and town ordinances regulating small vehicle passenger services, including pedicabs and rickshaws.

Requires all ordinances licensing or regulating taxicabs or small vehicle passenger service to include minimum standards for driver qualifications, insurance, vehicle safety, and periodic vehicle inspections.

Permits statutory and home rule charter cities and towns to allow pedicabs, rickshaws, and similar passenger service vehicles to be equipped with electric motors that meet electric-assisted bicycle requirements under section 169.011, subdivision 27, clause (3).

Consolidates regulatory requirements across city, town board, and council ordinances by referencing a single standard in section 221.091, subdivision 2.

All provisions are effective the day following final enactment.
