HF 3499 Summary

• Commissioner of health shall stratify quality measures by race, ethnicity, preferred language, and country of origin beginning July 1, 2016, starting with five measures and expanding as resources allow.

• On or after January 1, 2018, commissioner may require stratification by additional sociodemographic factors or composites of factors correlated with health disparities, with new methods tested through pilot projects first.

• Categories and data collection methods must be developed in consultation with communities impacted by health disparities using culturally appropriate community engagement principles.

• Effective July 1, 2017, risk adjustment system shall adjust for patient characteristics correlated with health disparities that impact cost and quality measure performance, including composite proxy indicators based on patient address.

• Data collected must be limited to information already available or authorized under other laws, and does not grant authority to collect patient-level or patient-specific data of identified characteristics.
