Modifies the commission chair position to be elected by majority vote of commissioners for a four-year term instead of being selected by the governor.

Treats Public Utilities Commission candidates the same as other state candidates for campaign finance purposes, including contribution limits of $1,000 per election cycle and $1,000 per non-election cycle, and sets a $50 filing fee.

Creates procedures for filling vacancies in PUC member positions through special elections scheduled 60 to 90 days after a vacancy occurs, or through regular general elections if the vacancy occurs within 60 days of a general election.
