• Requires mandatory labeling of raw and packaged foods produced with genetic engineering with the words "Produced with Genetic Engineering" in clear and conspicuous manner, effective January 1, 2017.

• Exempts foods from labeling requirements if genetically engineered materials are only processing aids or enzymes, comprise less than 0.9% of processed food weight, are certified organic, or are prepared for immediate consumption in restaurants.

• Prohibits labeling foods subject to genetic engineering disclosure as "natural" on packaging or labels.

• Grants retailers protection from liability for non-compliance on processed foods, and protects producers who unknowingly grow genetically engineered crops from unintended contamination.

• Authorizes the Commissioner of Commerce to adopt rules and enforce the labeling requirements under existing consumer protection authority.
