Creates new crime under Minnesota Statutes chapter 609 prohibiting the knowing operation of unmanned aerial vehicles within one mile of a public safety helicopter during operations.

Defines "public safety helicopter" as a helicopter operated by a law enforcement agency, fire department, or emergency medical service provider.

Defines "unmanned aerial vehicle" as a powered aerial vehicle that does not carry a human operator, can fly autonomously or be piloted remotely, uses aerodynamic forces for lift, and can carry lethal or nonlethal payloads.

First violation is a misdemeanor; second or subsequent violations are a gross misdemeanor.

Permits operation of unmanned aerial vehicles within one mile of a public safety helicopter if the operator receives permission from the operating law enforcement agency, fire department, or emergency medical service provider.
