Repeals the Regent Candidate Advisory Council, which previously consisted of 24 members appointed by the senate and house speaker to identify and recruit University of Minnesota Board of Regents candidates.

Transfers regent candidate nomination responsibility directly to a joint legislative committee composed of members from the higher education budget and policy divisions of both chambers.

Allows the joint committee to nominate candidates without advisory council recommendations, with non-council candidates requiring support from at least three house members and two senate members.

Requires the joint committee to consider board of regents needs and the balance of board membership regarding gender, racial, and ethnic composition when recommending nominees.

Eliminates the advisory council's duties including developing selection criteria, recruiting qualified candidates, and submitting candidate recommendations by January 15 of odd-numbered years.
