Requires all nonhardy nursery stock to be labeled correctly for hardiness or marked "nonhardy" in Minnesota.

Prohibits plants labeled with claims like "free from" or "grown free of" unless produced under a commissioner-approved program addressing those specific properties.

Requires nursery stock collected from the wild to be inspected, certified, and labeled "Collected from the Wild" during sale and distribution; label may be removed after two years of nursery growth.

Prohibits retail sellers from labeling annual plants, bedding plants, or nursery stock as beneficial to pollinators if treated with detectable levels of systemic insecticides that have pollinator warnings on product labels or in environmental hazard sections.
