Establishes a new program providing $400,000 in additional adult basic education aid to be distributed among the International Education Center, American Indian Opportunities Industrialization Center, and Minnesota Office of Communication Service for the Deaf based on their student enrollment ratios.

Increases state total adult basic education aid for fiscal year 2017 from $44,419,000 to $51,144,000, effective for state aid payments in fiscal year 2017 and later.

Requires $400,000 of the state total adult basic education aid to be set aside annually for additional adult basic education services under the new program.

Adjusts appropriations for adult basic education aid, increasing 2017 funding from $50,592,000 to $50,952,000, with the 2017 appropriation including $4,926,000 for 2016 and $46,026,000 for 2017.
