Authorizes the Garrison, Kathio, West Mille Lacs Lake Sanitary District to impose a local sales and use tax of up to one percent, subject to voter approval at the general election on November 8, 2016.

Tax revenues must be used to pay collection and administration costs and to repay general obligation revenue notes, disposal system bonds, and notes payable related to wastewater collection and sewer system improvements.

Tax revenues may also fund system maintenance and improvements, including extension of the system to unserved customers as determined by the district's governing body.

Tax expires at the earlier of: 20 years after imposition or when $10,000,000 has been received; any remaining funds after debt retirement go to the district's general fund.

Governing body may terminate the tax earlier than the scheduled expiration date.
