Authorizes county probation officers to supervise adult felons in addition to their existing responsibilities for misdemeanor and juvenile probation services.

Changes language in Minnesota Statutes section 244.19 from counties "may provide" to "and may provide" adult felon probation services, allowing counties greater flexibility in staffing options.

Modifies section 244.20 to permit county probation officers to provide adult felon supervision services except in counties participating in the Community Corrections Act, where the Department of Corrections retains exclusive responsibility.

Preserves employment protections and benefits for state corrections employees who may be displaced if counties elect to provide their own probation services instead of using state services.
