Authorizes Hennepin County to use job order contracting for construction projects not exceeding $250,000 in construction cost.

Establishes a registry of prescreened, qualified contractors who enter into master contracts with the county for bidding on projects.

Requires minimum bid requests based on project cost: two bids for projects up to $50,000, three bids for $50,001-$100,000, and four bids for $100,001-$250,000.

Mandates that the county select the contractor submitting the lowest price bid and develop a system ensuring reasonable distribution of bid opportunities among all qualified contractors.

Allows the county to issue requests for qualifications with criteria that advance small business enterprise policies and other county policies, provided criteria do not unduly restrict competition or discriminate based on collective bargaining status.
