Allows property owners applying for homestead classification to use an Individual Taxpayer Identification Number (ITIN) issued by the Internal Revenue Service as a substitute for a Social Security number.

Applies to all occupants and spouses listed as owners on the property deed, as well as qualifying relatives occupying the property.

Maintains existing homestead application requirements regarding property owner signatures, notifications of ownership changes, and disclosure of identifying information to the commissioner of revenue and county treasurer.

Takes effect for assessment year 2016 and thereafter.
