Amends Minnesota Statutes section 517.04 to add current members of the legislature who have subscribed to the oath of office to the list of individuals authorized to solemnize civil marriages.

Persons authorized to perform civil marriages must be at least 21 years old and include judges, court administrators, court commissioners, school superintendents of deaf and blind academies, and licensed or ordained ministers.

Expands the definition of "court of record" to include the Office of Administrative Hearings under section 14.48.
