Prohibits health care providers from knowingly interfering with patients', providers', or authorized persons' ability to access, exchange, or use electronic health records through business practices or conduct.

Prohibits restricting transmission of orders or requests for health care services, blocking notification of incoming clinical reports, or limiting patient access to information about other providers.

Prohibits using certified electronic health record systems to steer patient referrals to affiliated providers or to prevent referrals to unaffiliated providers.

Requires electronic health records to be readily available to other providers for patient care, accessible to patients upon request, and available to providers as directed by patients.

Establishes Attorney General enforcement with civil penalties up to $5,000 per occurrence and private right of action for patients or providers to recover actual damages, statutory damages, punitive damages, and attorney fees; effective July 1, 2016.
