Adds medical assistance coverage for services provided by certified community medical response emergency medical technicians (CEMTs) under Minnesota Statutes 256B.0625.

CEMTs may provide episodic individual patient education and prevention education only as directed by a patient care plan developed by the patient's primary physician, advanced practice registered nurse, or physician assistant in conjunction with the medical response unit medical director.

Patient care plans must ensure CEMT services are consistent with the patient's health care home services (if one exists), that patients receive necessary services, and that there is no duplication of services.

CEMT services to recipients receiving care coordination services must be provided in consultation with care coordination providers, and CEMTs may only provide services within their approved skill set.

Effective July 1, 2016, or upon federal approval, whichever is later; the commissioner must seek any necessary federal approval for implementation.
