• Ratifies labor agreements between the state of Minnesota and the American Federation of State, County, and Municipal Employees Council 5, the Minnesota Association of Professional Employees, the Middle Management Association, and the Minnesota Nurses Association, all submitted or approved between October 29, 2015 and January 15, 2016.

• Approves the managerial compensation plan with modifications: denies general salary increases effective July 1, 2015 and July 1, 2016; caps performance-based increases at two percent effective December 30, 2015 and December 28, 2016; and expires performance-based increases on June 30, 2017.

• Requires affirmative commission approval before interim implementation of state employee collective bargaining agreements when the legislature is not in session, replacing the previous 30-day automatic approval provision.

• Prohibits exclusive representatives of state employees from requiring political contributions as a condition of membership and mandates political expenditures be made only from separate political funds funded by voluntary contributions.

• Requires employers to post advance notice of public negotiation sessions on their websites, notify legislative subcommittee members, make printed materials available to the public, and arrange adequately-sized rooms for public attendance at negotiations subject to section 3.855 approval.
