Establishes a state community storm shelter grant program administered by the Commissioner of Public Safety to fund up to 50 percent of capital costs for community storm shelters in counties or cities.

Requires grant recipients to provide matching funds for the remaining project costs in either cash or in-kind contributions, including site preparation and public infrastructure value.

Defines a "community storm shelter" as a community safe room facility that meets Federal Emergency Management Agency (FEMA) criteria for extreme weather protection.

Directs the Commissioner to establish application forms, procedures, and award criteria, with priority given to projects that leverage federal funding, maximize state money use, and serve areas regularly experiencing extreme weather events.
