Commissioner of employment and economic development shall develop and administer a customized training program for skilled manufacturing industries in collaboration with MnSCU institutions and employers, integrating academic instruction and workplace learning.

Program shall actively recruit and prioritize participants from minorities, previously incarcerated individuals, individuals in labor surplus areas, disadvantaged groups, individuals with disabilities, veterans, MFIP recipients, and dislocated workers.

Employer eligibility limited to skilled manufacturing employers with no more than 50 employees who enter into agreements with MnSCU institutions and the commissioner for training specific to their identified needs.

Participation agreements must specify employer name, participant name, training schedule, hourly wage, work hours (not exceeding legal limits or customary hours), and related instruction; commissioner may terminate agreements for non-compliance with 30-day status change reporting required.

Appropriation of unspecified amount from general fund in fiscal year 2017 to the commissioner of employment and economic development for administration of the customized training program.
