Appropriates an unspecified amount from the general fund in fiscal year 2017 to the commissioner of employment and economic development for workforce development grants.

Grants directed to nonprofit organizations and public and private nonprofit postsecondary institutions serving economically disadvantaged communities of color in Minnesota cities with populations exceeding 200,000.

Grant funds support targeted education and job training in occupations including highway heavy construction, road maintenance, building and home construction, manufacturing, health care, and technology.

Activities must be developed in cooperation with community-based businesses to increase job skills and employability of Minnesotans from disadvantaged communities.

Designated as a onetime appropriation available until expended.
