Changes wage violation threshold from "any violation" to contractors or related entities making "total underpayments of $50,000 or more on a single project" during the three-year period before bidding.

Adds requirement that violations must result from "deliberate and intentional disregard of the law" as determined by court after all appeals are exhausted to disqualify a contractor.

Requires prime contractors to list all subcontractor bidders over $10,000 and obtain annual verifications from motor carriers confirming compliance with minimum criteria before work begins.

Establishes effective date of January 1, 2015, applying to all construction contracts based on solicitation documents issued on or after that date.
