Allows voter registration applications and voter signature certificates to be signed electronically on electronic rosters as an alternative to printed and handwritten signatures.

Requires electronic rosters to provide printed copies of any electronically signed registration applications and voter signature certificates indicating they were signed electronically by the voter.

Electronically signed documents must be retained pursuant to Minnesota Statutes sections 204B.40 and 325L.12, in addition to existing retention requirements for printed documents.

Maintains requirement that each precinct using electronic rosters must have a secretary of state-approved paper backup system available at the polling place in case the electronic roster becomes unavailable.
