Adds debt service payments for construction of the Hermantown Wellness Center as an authorized use of revenue from the city of Hermantown's local option sales tax of up to one percent.

Maintains existing authorized uses of sales tax revenue: extending a sewer interceptor line, constructing a booster pump station and water system improvements, and constructing a building containing a police and fire station and administrative services facility.

Effective the day after the city of Hermantown and its chief clerical officer comply with Minnesota Statutes section 645.021, subdivisions 2 and 3.
