Authorizes issuance of permanent angling licenses without fee to Minnesota resident veterans with service-connected disability compensation rating of 50 percent or more from the U.S. Veterans Administration or armed forces retirement board.

Authorizes issuance of deer hunting licenses (firearms and archery) without fee to eligible disabled veterans, with the commissioner able to issue permanent cards documenting disability status upon request.

Authorizes issuance of small game hunting licenses without fee to eligible disabled veterans under the same disability rating threshold.

Establishes satisfactory evidence for obtaining licenses includes driver's licenses or Minnesota ID cards bearing disabled veteran designation, or permanent cards issued by the commissioner upon verification of disability rating.

Requires veterans to request documentation from the commissioner of veterans affairs verifying their disability compensation rating and provide a copy to the state commissioner to receive the permanent card.
