• Adds employment exploration services, employment development services, and employment support services to the list of applicable services under home and community-based services waivers, effective upon federal approval.

• Services added to the waiver system after January 1, 2014, are excluded from rate stabilization adjustments.

• Updates licensing standards in Minnesota Statutes Chapter 245D to clarify definitions of basic support services and intensive support services for individuals with disabilities and seniors.

• Establishes wage index calculations and component values based on Bureau of Labor Statistics data, with updates to occur every five years starting July 1, 2017.
