Adds new revenue subdivision for school districts serving students with limited or interrupted formal education, effective fiscal year 2017 and later.

Provides $704 per student multiplied by the greater of 20 or the actual number of qualifying students enrolled in the previous fiscal year.

Provides additional $250 per student based on a ratio calculation that caps the supplemental payment at one times the quotient of qualifying students divided by total enrollment, divided by 0.115.

Integrates the new revenue stream into basic skills revenue calculations alongside compensatory revenue and English learner revenue.

Appropriates unspecified amount from general fund in fiscal year 2017 to the Commissioner of Education for general education payments under the new funding formula.
