Reduces the Perpich Center for Arts Education board from 15 to 13 members, maintaining requirements for one school administrator/board member, one professional artist, and one arts educator.

Establishes a seven-member nominating committee composed of three current board members, one representative each from the Minnesota Association of School Administrators, Minnesota State Arts Board, and Minnesota School Boards Association, plus one governor appointee to recommend candidates at least 60 days before term expiration.

Requires all board members to complete board training consistent with section 127A.19.

Mandates the board post meeting minutes, supplemental materials, annual financial reports, student longitudinal data (enrollment, graduation rates, postgraduation placements), and a comprehensive strategic improvement plan on its official website.

Requires annual independent audits conducted under governmental auditing standards, with the legislative auditor requested to perform financial audits in 2016 and at least every four years thereafter.
