Commissioner of human services must review current child care licensing processes and regulations in consultation with child care providers and professional organizations to streamline applications for licensure, license renewals, and provider record keeping.

Commissioner must evaluate the feasibility of developing an online system for providers and prospective providers to submit a single electronic application or renewal with all required supporting documentation and records.

Commissioner must study the feasibility of an online reimbursement tool for payment to child care providers.

Commissioner shall issue a written report by January 15, 2017 to legislative chairs and ranking minority members with jurisdiction over health and human services policy, including findings, implementation barriers, and proposals including legislation to streamline processes and requirements.

Provision is effective the day following final enactment.
