$25,100,000 appropriated from the trunk highway fund bond proceeds account to the commissioner of transportation for design, right-of-way acquisition, engineering, project management, and reconstruction of Trunk Highway 101 between Pioneer Trail and Flying Cloud Drive in Carver County.

Reconstruction converts the highway segment to a four-lane divided roadway and includes a multipurpose pedestrian bridge over Trunk Highway 101 for the Minnesota River Bluffs Regional Trail and a regional trail for pedestrians and bicycles.

Appropriation is contingent upon at least $3,400,000 in nonstate funding commitments to the project being verified by the commissioner of management and budget.

Commissioner of management and budget authorized to sell and issue state bonds up to $25,100,000 under Minnesota Statutes sections 167.50 to 167.52 and Minnesota Constitution article XIV, section 11.

Bond proceeds (excluding accrued interest and premiums) must be deposited in the bond proceeds account in the trunk highway fund; effective the day following final enactment.
